Keith Ruben, AICP
Director of Planning
Keith is an accomplished land use planner with over 45 years of experience in the real estate and development industry, working in both public and private sectors. For more than 30 years, Keith has led projects across northern Nevada and California, managing multidisciplinary teams and complex initiatives. His expertise includes planning and entitlement for development in sensitive environments, evaluating constraints, developing alternative land use plans, and preparing Specific Plans, Community Plans, Development Codes, Ordinances, and both short- and long-range planning documents. Keith holds a Bachelor of Arts in English from California State University, San Bernardino, an MBA from the University of Nevada, Reno, and is certified by the American Institute of Certified Planners (AICP).
