Douglas County Community & Senior Center

The Problem:
The Douglas County Community and Senior Center was one of the most important projects undertaken by Douglas County in recent years, consisting of an approximately 80,000-square-foot facility on about 20 acres of vacant land. Besides the project's size, it was further complicated by the proposed site, located on County property south of Lampe Park and next to Waterloo Lane, being in a primary Federal Emergency Management Agency (FEMA) designated floodplain.
The Solution:
A site and grading plan was developed that achieved the owner’s project goals without adversely affecting nearby properties, which could potentially occur from filling in the floodplain. This involved developing multiple site and grading plans followed by detailed FLO-2D two-dimensional hydraulic modeling to mitigate potential impacts on the existing floodplain. A formal Conditional Letter Map Revision application was prepared and submitted to FEMA to document the results of the two-dimensional modeling and demonstrate that the project impacts were mitigated with the design.
The Results:
Once the flood modeling confirmed the project's viability, the civil site design was developed for the various phases of the proposed improvements, resulting in multiple stages. The contract was awarded by the Parks Department to widen the adjacent street, stub utilities to the site, and create pedestrian access along the project frontage. This process required close coordination and communication among the design team, contractor, Parks Department project administrator, and the permitting and inspection authorities.
The team’s overall project services included topographic survey, flood analysis, civil site design, cost estimating, construction staking, reversion to acreage mapping, water rights analysis, preparation of bid documents, specification writing, and permitting assistance through local, state, and federal agencies.
