Water & Sewer System Upgrade

The Problem:
Located north of Mammoth Lakes, California, Bridgeport is a small, unincorporated town. The Bridgeport Public Utility District received approval for $4.1 million in grant and loan funds from the U.S. Department of Agriculture Rural Development to upgrade and repair the town's sewer and water systems.
The Solution:
The project involved design, land surveying, and construction management through multiple phases. As part of the project, it was necessary to attend BPUD Board meetings to provide technical advice related to the project and District operations. The project required extensive cooperation with numerous government agencies to meet complex USDA requirements for grants and loans. To maximize the District’s construction budget, our engineers modeled the existing public water system to identify areas in greatest need of replacement and rehabilitation. Once critical needs were identified, a project phasing plan was developed to align these needs with available funding. During construction, we performed full-time resident engineering duties, construction stakeout, and inspection services in accordance with USDA requirements.
The Results:
The completed project included significant improvements to existing community systems, such as adding a new municipal well, well house, and office building; designing and constructing two new water storage tanks; upgrading two existing lift stations; entirely replacing one lift station; installing new water mains and sewer mains; and implementing a telemetry control system for all new and existing facilities.
