Vistancia Utility Master Plan Update

The Developer, Land Resources, Inc., contracted Wilson to prepare an update to the existing utility master plan approved in 2013. Key areas for refinement include joint utility planning with the adjacent Saddleback Heights Development, potential adjustments to the groundwater recharge strategy, and alignment with the City's overall utility master planning efforts. Additionally, the City requested ongoing updates to the sewer model to reflect as-built information for on-site collector and trunk sewers. This project aimed to update the Vistancia utility master plan using the latest information, providing a revised phasing program and updated budget cost estimates. Master planning efforts encompassed updates to land use, population projections, water and reclaimed water demands, sewer flows, and overall water balance. These efforts also included revisions to hydraulic modeling for water distribution, reclaimed water distribution, and wastewater collection, as well as updated development costs and recharge concepts.
