Northwest Area Master Plan

Wilson was selected for the master planning, design preparation, and construction of the wastewater infrastructure. The area had previously been master planned; however, it was recently rezoned to accommodate the development of Taiwan Semiconductor Manufacturing Company’s (TSMC) facility, which would manage significantly more wastewater flows and have different characteristics than initially anticipated. Wilson facilitated meeting the urgent development agreement requirements to support TSMC Phases 1 and 2. This massive undertaking required fast-tracking the project schedule despite numerous challenges—from circumventing supply chain issues to navigating communication difficulties and ensuring worker safety—brought on by COVID-19. Despite facing significant challenges, Wilson successfully carried out its primary responsibilities, which included updating the master plan for wastewater infrastructure, confirming the required size and configuration of the system, and designing the infrastructure to support the initial phases of development. The design included the 44-MGD Lift Station No. 77, over two miles of dual 24” high-density polyethylene (HDPE) force mains, and 1,000 linear feet of a 36” sewer force main.
